Vampires and politics are a duet hard to split appart. From the very begining with the creation of the Clans, the kindreds have been tribal and therefore social and poltical beings, with a direct influence over human society. The first City Enoch was, according to the Book of Nod, witness of all the influence that vampires excert over humans and how these creatures of darkness were organized in families around a strong usually patriarchal figure.

Given this strong interaction between kindreds and mortals, they have also adapted over the centuries, evolving in their method of organizations, from the chieftains of the old nights to the Princes that were conceptualized during the European feudalism a hundred thousand of years later.

Even monarchy has evolved from the feudal stages of ancient Europe to the modern monarchs that are now seen in modern countries. The same has happened to the vampiric Princes of the Camarilla, at least the most modern and youngest among them, who are now more like presidents of their so called Princedoms than actual monarchs like in the old nights. In few other cases, the Princes still hold the tyranical power of the old nights but those struggle the most with dynamic modern cities that more easily influenced by the changes in the political paradigms incorporated by the youngest kindreds.

In that same fashion, the once unexistant Primogen Council that used to be just a Elder's club where the Prince's advisors gathered to help him in taking all the decisions. Modern cities however incorporate a stronger concept analogue to a Congress, balancing part of the power and responsabilities of the ruler. Therefore, the Primogen Council is now mandatory to exist, also it now must include at least one kindred of each clan, assuming the city is big enough to have at least one Ancillae per clan or in the best scenario an Elder per clan.

In comparisson to the Republican system, this duality is unbalanced, purpousely unbalance we could add. Since the Prince has the executive authority and the power to create laws, in a sort of mix of judicial, legislative and executive power. The Primogen Council, on the other hand, is the voice of the people, resolving inner struggles, propousing plans and emiting resolutions to be approved by the Prince or to counter balance the ruler's edicts and also very importantly choosing the Seneschal.

The Seneschal is chosen by the Primogen Council from the Candidates selected by the Prince. This Kindred acts in the Prince absense as ruler of the City hence is usually is entrusted with carrying on the Prince's decisions and following them to a satisfactory ending, enabled to punish those unwilling to cooperate. Which basically means that he's free to do as he pleases to carry on the Prince's orders and exert control over those control locus given to him by the Prince.

The Council also has the power to veto the Prince decisions, although not many Councils are ready to confront a Prince hence the ruler still has command over all kindreds in the city, can dictacte all rules through Edicts and call the Blood Hunt against any so called offender. As counter balance the Primogen Council can also make a Resolution, an official document that is subordinated to the Prince edicts and work as ordinances do in the human society. Resolutions can be veto by the Prince and cannot contradict any of the Prince's Edicts.

Vampiric Politics Empty Primogen entitling

Each clan has the last word about how to select a Primogen, some are selected by a test of might, others debate in front of the clan with the other candidates and even a few a selected by high ranked Kindreds such as the Prince or another Elder from the clan that has the moral authority to do so.

Regardless of the way of choosing a Primogen when its done that kindred presents before the Prince to pledge an Oath of Loyalty to the Princedom and his or her Magesty. At that point any clan member of certain rank can object the selected kindred, that is usually considered an offense and should be a very good reason to do so penalty of ostracism, if the Prince considers valid the objection the ceremony is off hence if no valid objection is presented the kindred is entitled as Primogen and is enabled to assist to the Primogen Council.

Many clans give no special authority to the Primogen and considers him just an speaker of the people in the Council but even in those cases within the Primogen Council the Primogen's word is the Word of his Clan and considering he or she cannot be removed from his position, except: in case of Torpor of Final Death, by a Prince Edict or by the Primogen Council resolution; the Primogen has power over his Clan and oftenly uses it properly.

The basic attribution of the Primogen are: to vote and propouse a resolution. Resolutions of the Primogen Council can be very powerful and affect the whole Princedom, including minor affairs such as the inner clan disputes, expelling a kindred from the Princedom, excluding major affairs such as Domains and Traditions, that are reserved to the Prince.

Everything that happends within the Primogen Council is secret and his decisions are final, except when the Prince veto is used.
